    Various reaction factors influencing the yield of the target product were discussed. The optimum reaction conditions were as follows:the molar ratio of O-chloronitrobenzene, hydrazine hydrate to PEG-800 was 1∶4∶0.03, the speed of agitator 500 r/min,the reaction time 5 h,the reaction temperature 110℃.

    o-Nitrophenylacetic acids were synthesized in ca. 62% by C2H5ONa-catalyzed condensation of o-nitrotoluene with diethyl oxalate and subsequently by hydrolysis,oxidation with H2O2 and acidation with HCl. They were further converted to o-halophenylacetic acids by CuO-Al2O3-catalyzed reduction with hydrazine hydrate in 20% NaOH aqueous solution,diazonation and substitution with haloatoms in 65%~73% yields.
