The present paper analyzes the feasibility and necessity of development of management information system of benefit appraisal for small watershed comprehensive management according to the theory of information system.
Based on summarizing the state of soil and water loss together with small watershed comprehensive control in Fuling area and analyzing the benefits from countermeasure,some corresponding means are put forward for the small watershed comprehensive control of Fuling area. This will offer more reasonable and scientific decision and foundation to programming the soil and water loss in the future.
The result showed that the soil and water loss in small watershed could be estimated by precipitation regression equation,and in experimental plot by experimential model with main component method, which provided a scientific basis for soil erosion and water loss research as well as small watershed comprehensive control.
The characteristics of soil erosion and water loss on the loess plateau was analysed, comprehensive management of small watershed and the achievements of eco-construction were introduced.
Analyzing the application of sustainable development theory to the comprehensive management of small watershed near Baihe River, which is located in Yanqing District, Beijing, this paper points out the importance of the theory as a guideline in comprehensive management of small watershed and gives some advice and suggestions in respect of the sustainable development of the regional ecological and economic system .
With rapid upsurge and wide spreading of the sustainable development theory,the manner of comprehensive management of small watershed has been fundamentally changed from the forms of simple prevention and protection in the past to those of comprehensive management,use and protection today,and presents the tendency of approach to the orbit of sustainable management.
