The internal factors of transformation from knowledge into creative ability relying on having deep love for and being curious about knowledge, being good at making up the structure of oneself optimum knowledge and paying attention to scientific method while the external condition of them comes from the correct guidance of administrative departments and the teachers. In view of stressing teaching knowledge to the neglect of ability trainning, some relevant suggestions are put forward about the continous education to cadres in state seismological Bureau and training of postgraduate students. Paying attention to the education of transformation from knowledge into creative ability and creating appropriate environment have great signifiance to training a young subject leaders quickly and bringing about a prosperous seis-mologic science.

创造能力是对科研人员最基本的要求,但知识不等于创造能力。创造是对已有知识基元的重新组合和优化过程.对科学的热爱与好奇,善于构成自己的最佳知识结构,重视科学方法论,是知识向创造能力转化的内在因素.管理部门和导师的正确引导是外在条件.鉴于现有的院校教育只重视知识而忽视能力培训,作者对国家地震局干部继续教育和研究生培养提出了相应建议.重视知识向创造能力转化的教育并创造相应环境,对迅速培养出一批年青的学科带头人,繁荣地震科学,具有重要意义。

Based on the analysis on the relation between the basic theory and the practice a nev scheme for teaching reformation in science is put farward in this paper.

通过对现代基础理论与实际问题应用关系的分析,提出了以科学方法论为主线,以开展数学建模教学为具体形式进行理论联系实际的教学改革设想。
