Some ships were reported being capsized in following seas though they were found to be fully complied with the requirements of IMO Resolution A. 167 ( ES. IV ). Since the 26th session of the IMO Sub-Committee on Subdivision, Stability and Load Lines, member countries have been invited to take part in the investigation on this subject. In this paper, calculations for checking the stability of 13 ships, based on the model test information given by and the stability criteria of ships in following seas recommended in the proposals by DSRK and PRS, are given and a comparison is made with the requirements of the ZC Stability Rules. A Preliminary analysis indicates that there is a considerable loss of righting arm when the ship sails in following seas, and the weather criterion, in following seas is the primary factor in the evaluation of safe navigation for small and medium-sized ships. It is found that the requirements specified in the ZC Stability Rules are of lower standard than those prescribed in the DSRK and PRS proposals, and besides, the requirements for maximum righting arm in the ZC Rules is not quite reasonable. The authors recommend that a further study should be made on the subject of stability of ships in following seas.

现行的稳性规范对随浪航行时的稳性损失考虑不够,不少船舶虽已满足国际海事组织(IMO)A·167决议的要求,却在随浪航行时倾复。IMO分舱、稳性和载重线分委员会自第26次会议以来,一直要求各成员国开展这一方面的研究工作。本文应用的试验资料和德意志民主共和国与波兰的船舶登记局联合提案中关于随浪稳性衡准的建议,对13艘实船作了计算,然后与中国船检局稳性规范进行了比较。初步分析表明:船舶随浪航行时稳性力臂有较大损失;随浪气象衡准是决定中、小型船舶安全航行的一个主要因素;中国现行稳性规范的要求较上述的随浪衡准的要求为低,而且对最大稳性力臂的要求也不够合理。建议对随浪稳性作进一步的研究和探讨。
