On the basis of establishing the mode of gas discharge,liquid discharge and two-phase discharge of the chemical leakage and the fireball/BLEVE,vapor cloud explosion,adiabatic expansion of the chemical explosion and fire,the accidental source intensity of explosion and fire of chlorine and phosgene i.e. explosive energy and accidental impacts including projection of fragments,blast wave,radiation of heat and hazardous cloud etc is established.
