It has produced 3.35 billion tons of crude oil and 391 billion cubic meters of natural gas, built 24 oil production bases and 17,000 kilometers of transmission pipelines, and has constructed 250 million tons of annual crude-processing capacity and 4.22 million tons of annual eth-ylene-production...

    In the 50 years since the founding of the People's Republic, China's petroleum industry has discovered 19. 77 billion tons of proven oil reserves in place and 1.9 trillion cubic meters of proven gas reserves in place. It has produced 3.35 billion tons of crude oil and 391 billion cubic meters of natural gas, built 24 oil production bases and 17,000 kilometers of transmission pipelines, and has constructed 250 million tons of annual crude-processing capacity and 4.22 million tons of annual eth-ylene-production capacity. It could not have made such a rapid development without the socialist advantage of being able to concentrate all China's resources on one industry, without the effective combination of self-support with an open policy, and without the Daqing spirit, the spirit of unselfish devotion. According to the schedule and requirements laid down by the Party Central Committee and the State Council, CNPC, Sinopec and CNOOC recently initiated an internal restructuring plan to reinvigorate China's petroleum and petrochemical enterprises, and lay a solid foundation for the further development of the industry. To achieve this, China must work out practical and effective development strategies, involving core business, natural gas, scientific and technological innovation, management, cost reduction and international operations.

    新中国石油工业经过50年的艰苦创业,累计探明石油地质储量197.7亿吨,天然气地质储量1.9万亿立方米,累计生产原油33.5亿吨、天然气3910亿立方米,共建成24个油气生产基地、1.7万千米输送管道,建成原油一次加工能力2.5亿吨、乙烯生产能力422万吨。中国石油工业的发展,离不开社会主义制度能把各方面力量集中起来办大事的优越性,离不开独立自主、自力更生和改革开放政策的有机结合,更离不开艰苦创业、无私奉献的大庆精神。按照党中央、国务院的部署和要求,石油、石化、海洋石油三大公司近期已展开内部重组改制工作。打好重组改制的攻坚战将使我国石油石化企业焕发出新的活力,为实现石油工业跨世纪的发展奠定坚实基础。面对世纪之交国际国内的新形势,应研究制定好跨世纪的石油工业发辰战略,其中包括:主营业务发展战略,天然气发展战略,科技创新战略,管理创新战略,低成本发展战略,以及国际化经营战略。

This is expected to produce a favorable environment for restructuring, which should, however, be carried out according to the following principles: 1. adhering to national industrial policy; 2. following the principles for the strategic restructuring of state-owned enterprises; 3. looking to the market and focusing on economic efficiency; 4. benefiting CNPC as a whole. Meanwhile, attention should be given to the balance between system reform and restructuring, existing and additional assets, exit and entry, the market mechanism.and administrative means, asset divestment and mergers, and division of labor and cooperation.

So, the "quality" rather than the "quantity" of reserves and the sustainable development of resources should be pursued. How planning, exploration and assessment goals are met should be perfected based on current practices where exploration efficiency and cost for reserves are the major efficiency indicators. The balance between reserves, production and the sustainable development of resources should be the starting point in formulating an exploration plan. The recoverable reserves required for realizing an annual production quota should be used to determine exploration achievements. At the same time, sound decisions should be made in evaluating exploration opportunities to avoid unnecessary work in areas with no development value.

    按照上市公司的模式对石油企业进行重组改制,意味着石油企业将走上市场化运行的轨道,因此,油气勘探的发展思路和发展目标要按照市场化运行机制的基本要求,从对储量的“量”的追求转变为对储量的“质”和资源接替可持续发展的追求;勘探计划和业绩考核办法应在现有的以勘探成效、储量成本为主要效益指标的基础上进一步完善。建议以实现储采平衡和资源接替作为编制勘探计划的出发点,以完成年计划油气产量所需的可动用的可采储量为勘探业绩的主要考核指标,同时要把好评价勘探的论证决策关,努力避免在无开发价值的地区投入工作量、展开评价勘探。
