    根据侧重点的不同 ,科技政策可以分为科学政策与创新政策两种类型。前者以促进科技发展为主要目标 ,而后者以促进技术创新为主要目标。各国的经验表明 ,与科学政策相比 ,创新政策比较有利于促进技术创新。由于各种原因 ,我国科技政策至今仍未摆脱“科学政策”的影响。这主要表现在 :1.仍然注重基础研究 ;2 .政府仍然大办科研机构 ;3.现有的科技政策手段对促进企业技术创新的作用不是很大。为此 ,我们应当采取各种措施 ,努力实现我国科技政策重点由科学政策向创新政策的根本转变

    In 1998, the USA produced the program of “digital earth”, which causes a great threat to the national defense and scientific policies of China. Meanwhile, it means a challenge to Chinese economic development. Therefore, Chinese government should seek the benefits and avoid the danger to develop the “digital earth” of our own and provide an information platform for national economic regulation departments and decision making departments to promote the economic development healthily and sustainably.
