Its gredtest difference from the existing models of agricultural resources development is that in.tegrated development project regions of agricultural resources must be fixed in order to establish the development projects. make budget, carryout the management, and check and accept the projectsin accordance with each of theseregions.Figure 1 The flowchart of selecting and fixing the project regions.The following principles for selecting and fixing the integrated evelopment project regions of agricultural resources have to be observed: (l) The region chosen should havehigher deviopment potential; (2) The region chosen should be relatively similar in terms oflimitation factors in land use; (3) The region chosen should be notable in economic,ecologic and social benefits after its setting up and devlopment; (4) The region chosenshould be reglatively connected in terms-of spatial location; (5) The development type of theproject region chosen should be integrately determined according to its land resources andsuitabilities, social and market demands as well as management history and customs.The step.s for selecting and 'fixing integrated development project regions of agricultural resources are shown in Figure I .'Firstly, the land evaluation is carried' out for the wholestudy area in order to show the different land clashes and their distributions. Secondly, theregional land productivity potential analysis is conducted. Thirdly, those regions lower inland quality and higher in land development potential are selected tentatively as the projectregions. Fourthly, the input / output analysis and ecological benefit analysis as well as so-'gal benefit analysis are undertaken for each of the regions. Finally, those tentatively selected regions which will have obvious and defmit6 economic, ecologic and social benefitsafter their setting up and development can be finalized as the formal project regions.' In this paper these principles and steps are explained in detail, taking Taixan County ofJiangsu Province as an example. The main steps are as follows:1. Land evaluation'Following FAO's framework for land suitability classification and using the weightedsum method, the land suitability evaluation for the maincrops in the county, i.e. rice, wheatand cotton, is completed on each type of the land unit which is acquired by making an overlap of the County's land use mapwith the soil map an the same scale of l:50,000.2. The lAnd productivity potcnfial analysisFirst, based on FAO's Agro--ecological Zones approcah, the climatic potential productivities of the main crops are estimated. Second, the productivities are corrected in4ccQrdance with the land evaluation results. In other words, the potantial productivitites ofthe main crops on the County's lands in different classes are calculated by using the landquality correction coefficients.3. Selecting the prokct regionsAfter the land evaluation and land potantial productivity analysis mentioned above,those regions in which the cultivated fields with moderate add / or lower yislds are relatively concentrated in spatial distribution and the potantial in yield increase is quite high arefound out. From these regions those which have a certain spatial dimension suchas theTongnan Gaoha Soil Region discussed in this paper are put on the liSt of the project regionsunder the consideration of the present land use structure arid the demands of agriculturalproducts from market and so on.4. Input / output analysis' Through the multivariate regression analysis for the main crops of the TongnanGaosha Soil Region based on the input and output parameneters, the maximum potentialoutput and their differences of the land in the different classes are acquired. The resultshows: (l) The correlation coefficients between the input parameters and the output ones ofthe main crops are as high as from 0.89 to 0.96, indicating that the ec
