         In view of the actual terrestrial conditions of China and the differences of the service of mobile communication in different periods, a constellation design of a satellite net construction is proposed for mobile satellite communication systems in China. A GEO stationary satellite and 16 LEO stationary satellites will be used to build the satellite communication system in order to meet the needs of mobile communication.
