Three constellation schemes of non-geotationary orbit mobile satellite communications system for China are introduced in this paper. There are 24 and 18 satellites in low earth orbit system and medium altitude earth orbit system respectively. Each of their orbits altitude is 1326 km and 8035 km.
The constellation schemes (time-limited and non-time-limited) of the economical mobile satellite communication system for China designed with this method are proposed in this paper, and they also can provide excellent service for United States.
Based on the functionality and traffic characteristics of the Medium Earth Orbit Tracking and Data Relay Satellite System(MEO-TDRSS), the coverage properties and Inter-Satellite Link(ISL) performances of four familiar satellite constellation schemes which are adopted as the MEO-TDRSS of China are simulated and compared.
Finally,by comparing and analyzing the performance indexes and positioning simulation results respectively based on three constellation schemes,it can be shown preliminarily that the semi-analysis method and constellation schemes are feasible.
This method is applied to a detailed example, and result shows a group of Pareto solutions with good spread can be achieved, which gives strong support to constellation scheme determination.
Constellation design has great influence on the performance of satellite positioning system, the constellation should provide multi-coverage and satisfy certain geometry.
Secondly, this chapter proposes a novel method to design satellite constellations for partial coverage, and discusses the steps of designing and optimizing a constellation in detail, too.
The coherent conception is proposed and the designing and analysing method is demonstrated through an example of the establishment of a constellation. The performance of constellation in global data communication is analysied in detail.

In view of the actual terrestrial conditions of China and the differences of the service of mobile communication in different periods, a constellation design of a satellite net construction is proposed for mobile satellite communication systems in China. A GEO stationary satellite and 16 LEO stationary satellites will be used to build the satellite communication system in order to meet the needs of mobile communication. The coverage to our country of this constellation design is analyzed in detail.
