本文论述了我国住房制度改革的原则和新体制的主要内容.认为改革的前提条件中是把目前住房的单位所有制改变为国有制,以消除旧体制所形成的住房不平等问题。本文还着重构思和论证了住房商品化的方案,提出以“住房券”形式实行新制度,即人均最低居住面积住房的住房券补贴和超出人均最低居住面积住房的住房券购买办法。
