The status of informatization in agriculture is analyzed and the demand for informatization in Hebei is studied at first.Then the influence factors for agricultural software development are discussed and the emphases on it are presented.It is considered that the development and distribution system with government's support and combination with developer and agricultural companies should be formed while the information infrastructure in agriculture is being built.According to the real situation,through government's guidance and market demands,agricultural software should be developed as a breakthrough to improve the understanding of demand for software with benefits,in order to make full development and distribution of any kinds of software in agriculture.This is propitious to build saving and high efficiency and sustaining agriculture,and to accelerate the process of modernization of agriculture.

首先分析了河北省农业信息化的现状,调研了农业信息化的需求,进而分析了影响农业软件研发的因素,提出了开展农业软件研发的策略和发展重点。认为在进一步完善农业信息基础设施的同时,建立政府扶持、科研与教育机构为主要研发者、与农户(公司)相结合的研发与推广体系,根据国情,以政府引导、市场需求为导向,以开发农业信息化软件产品为突破口,利用效益来改变农民对农业软件需求的认识,进而全面开展各类农业软件的研究开发和推广,这将有利于建立节约、高效、持续农业,提高农民收入和农业技术及装备水平,加速实现农业现代化。

作为服务于“三农”的信息传播载体,网络版或单机版的农业软件在解决农业信息延伸的“最后一公里”方面存在覆盖面窄的问题。从农村的实际情况着手,讨论了基于TTS的农业信息咨询系统(AICS-TTS)的构建和实现办法,阐述AICS-TTS系统开发的软硬件环境、系统结构和技术特点、系统模块框架以及功能的实现,达到系统的动态性和交互式语音服务,用户随时随地访问系统获取信息。
