Applying to various types of hydroturines installed in the isolated system, this model doesn't need site-test data to analyze the dynamics of the control system, and able to make the optimal setting of the governor parameters by the simulation technique as given the optimum performance index. In addition, the mathematical model described by the state equations is further discussed.
