In 1946--1988 period, total financialsurplus. of Bundesforste amounts to 1.23 billion S. It is the remainderof income after deducting all various expenses, including costs, investm-ents, extra social burden, etc. Depending on one's o wn investment, the den-sity of vehicle traffic roads in forests now reaches 25.3m per hectare.The author regards Austrian successes as the results of long-lasting scie-tific reasonable management of forests: (1) Bundesforste has alwaysadhered to Hiebssatz, i. e. a felling budget since last century.(2)Exploitation of forests is closely coordinated with improvement of forests.Thinning and salvage cutting often make large share of total removal.(3) Timber logging and silviculture are rationalized and mechanized st-eadily and continuously. As a result, labour force requirement has decreasedfrom 6191 in 1955 to 1868 in 1988. (4) Administrative structure of Bun-desforste is simplified. The personal staff has been reduced from 1425 in1977 to 1044 in 1988. The officer-worker's ratio was 1: 4.5 in 1955, comp-ared to 1: 2.31 in 1977 and 1:1.79 in 1988. It promised improvement ofmanagement and knowledgeable operation.

The results were as follows: (1) forest could make intra annual distribution and inter annual variation of runoff uniform, and the ability of forest regulating runoff increased with the improvement of forest condition; (2) forest coverage and unit stock volume were positively correlated with annual runoff discharges and annual runoff coefficient, so forest could increase annual runoff discharges and runoff coefficient in the two rivers, but the influence was not significant. On the other hand, annual precipitation was the main factor which determined the annual runoff discharges and runoff coefficient.

利用连续17年的流域森林资源和水文资料,分析黑龙江省汤旺河和呼兰河流域森林对河川径流的调节效应,结果表明:(1)森林能使径流年内分配和年际变化趋于均匀,其调节径流能力与森林状况相关;(2)森林覆被率和单位面积蓄积与河川年径流量和年径流系数均呈正相关关系,森林具有增加年径流量和年径流系数的作用,但年径流量和年径流系数主要受年降雨量的影响。
