We conducted a survey of primary school English education in Guangdong Province. Major data came from three groups of participants: 1200 primary school English teachers studying in a summer English training center in Guangzhou; 1102 prospective primary school English teachers who were originally primary school math or sports or Chinese teachers but were now being trained in a month to be English teachers; 43 university English teachers. Data were collected from two perspectives. One mainly concerns the practicability...

We conducted a survey of primary school English education in Guangdong Province. Major data came from three groups of participants: 1200 primary school English teachers studying in a summer English training center in Guangzhou; 1102 prospective primary school English teachers who were originally primary school math or sports or Chinese teachers but were now being trained in a month to be English teachers; 43 university English teachers. Data were collected from two perspectives. One mainly concerns the practicability of 揳n early start in foreign language (FL) learning? including qualifications of in-service primary school English teachers, effects of their English teaching, and English exposure of primary school pupils. The other mainly concerns the necessity of 揳n early start in foreign language learning? including parents?expectant standards for their children抯 pronunciation, purpose of English learning and cultural identity. The results show that: 1) we are in serious lack of qualified English teachers and so many primary schools are not actually ready for an early start in FL learning; 2) parents?expectations and attitudes do not justify an early start in FL learning. The results lead to an analysis of relevant questions: Is FL teaching and learning a success or a failure in China? How about our mother tongue education? The conclusion is that English teacher education is the most important task for current education policy. Although we do not object to 揳n early start in FL learning? we object to the practice of making unqualified teachers teach primary school pupils.

本文通过对广东省小学英语教师的调查,希望说明:1)从广东省小学英语教育现状来看,“外语从小学起” 目前在我国多数地区缺乏现实性;2)从外语学习的目的来看,“外语从小学起”在我国没有很大的必要。第一个问题涉及广东省的师资状况、教学效果以及小学生的外语接触量问题。第二个问题涉及家长对孩子外语学习口音的要求、家长认为外语学习的目的以及希望孩子将来具有的文化特征。本文的结论是:要在小学全面开设英语课,师资培训是当务之急;不顾具体的师资条件,在小学盲目开课,不仅会造成巨大的教育浪费,而且还会挫伤相当一部分孩子今后学习英语的 积极性。
