This paper intends t1 study the quota weights in evaluating course quality by means of X2-test, cluster analysis and hierachical analysis,and to point out the general method of deciding quota weights. The purpose is to give improving Opinions on the plan for the evaluation of course quality in the university.

Online resource banks in the context of open and distance learning(ODL)tak e various forms and have a number of functions.As well as the use of resource banks by students,information can be provided for teachers,advisors,re-sear chers,managers and policy makers to assist them in the development of ODL syst ems,opportunities and courses.This paper focuses on resource banks which provi de information about ODL and on the quality of the source,content and the man agement of information.Issues are considered concerning the definition of the field of open and distance learning,and on assessing the quality of institution s and courses,electronic and printed information,and information management.T he paper concludes by noting that the range of ODL related resource banks,servi ces,websites and databases has become diverse and unwieldy which makes it diff icult for users to gain coherent and authoritative information and ad-vice.Th e vast amount of information of dubious quality creates confusion,bewilderment and frustration.This challenge has been recognised by key agencies-the World Bank,Commonwealth of Learning and UNESCO and others who are considering ways i n which existing online services might be developed and networked in order to a ccelerate the devel-opment of educational opportunities.
