The Owner, Engineer, and Designer of the project have made scientific judgment and correct decisions on the following key technical problems during the construction period. The water cooling steel pipe was changed into HDPE pipe for the arch dam. The concrete placement thickness was changed from 1.5 m into 3 m. The height difference between the neighboring pouring block was changed from 12 m into 18 m. The joint grouting was started from six months after concrete placement into three months. The multi bunch pre stressed anchorage cable for pier of middle holes was changed into U shaped anchorage cable. The concrete lining for surge basin and the construction foundation surface of the arch dam were modified and the abutment excavation was optimized. All these not only shortened the construction period but also reduced the cost under the prerequisite of guaranteeing the quality. The whole project was completed about 9 months ahead of schedule.

二滩水电站 6台 (共 330万kW)机组于 1 999年 1 2月 3日全部投产发电。业主、工程师、设计在电站建设过程中对拱坝冷却水管钢管改为HDPE管、拱坝浇筑层厚度由 1 5m改为 3m、拱坝相邻浇筑块高差由 1 2m改为 1 8m、接缝灌浆时间由混凝土浇筑后 6个月进行改为 3个月、中孔闸墩预应力锚索由多束锚索改为U形锚索、调压室混凝土衬砌的修改、拱坝建基面修改、拱坝坝肩开挖优化等重大技术问题作出了科学论断、正确决策 ,使工程建设在保证质量的前提下 ,既赢得了工期 ,又降低了工程造价 ,从而使工程提前近 9个月竣工。
