Reviewing the science and technology achievements in the past 20 years in Shanghai were presented, such as: scored great successes, gathered together strong science and technology forces, modernised the scientific research equipment's gradually, formed environmental protection science and technology information network, obtained a remarkable achievement in international co-operation, and made clear the leading thought of environmental protection work furtherly. Taking the view of science and technology as the first productive force, to recognise the environment, manage the environment and construct the enuironment, highly concentrated on constructing Shanghai as an international city with harmonising human being and nature to develop science and technology works. Carrying out sustainable development strategy on environmental protection science and technology works to the whole process for deepening reform and promoting the development of environmental science and technology works. The author discussed on the major points of environmental science and technology works: priority development category, constructing decision ability on environmental administration, clean technology and production, production and consumption of sustainable energy resources, sustainable agricultural engineering, control of environmental pollution, protection of natural resources and utilisation of wastes, basic research on environmental category, study on international cooperation of environmental protection science and technology. Finally, put forward of targets and major tasks in 3 stages, i.e. 1993-1995, 1996-2000 and 2001-2010. 回顾了从1973年至今的20年中,上海市环保科技工作的成绩:取得了丰硕的科研成果;汇集了雄厚的科技力量;科研装备水平逐步迈向现代化;形成了环保科技信息网络;对外合作取得了显著成绩。进一步明确了环保科技工作的指导思想:以“科学技术是第一生产力”的观点认识环境、管理环境、建设环境;从把上海建成人与自然和谐的国际级城市的高度,发展环保科技工作;贯彻可持续发展的战略于环保科技工作的全过程;以深化改革促进环保科技工作的发展。论述了环保科技工作重点及优先发展领域:环境管理决策能力建设;清洁工艺和清洁生产;可持续能源的生产与消费;可持续农业工程;环境污染的控制;自然资源的保护与废物资源化;环保产业的培植;环境领域的基础研究;国际环保科技合作研究。提出了3个阶段(1993年~1995年;1996年~2000年;2001年~2010年)的目标和主要任务。 his paper designed a new double-deck cable-suspcndcd roof and made nonlincar finitc cle-ment computation,using cable element and frame element.The mutual affect of net and cireuit beam hashen taken into consideration during the computation. This study suggests that there are two synthetic benefit points on the curves of Distance-Decay Functions for the existence of a natural corridor between two artifitial corridors.Particularly, it is necessary to avoid a high density of artificial corridors and to improve social and economic benefit in natural corridors.An ancient traditional city planning theory of China is examined in Beijing.This inner city study attempts to replicate several findings of water system as a framework around and through the centre of the city combined with the east, the west,the south, the north and the eight directions of natural corridor effects.Ideas of human and matural in perfect harmony had been used in the city landscape planning to preserve ecological balance. 根据景观学原理,本文将城市廊道分为两类:人工廊道与自然廊道,并着重分析城市廊道的场效应。研究表明,廊道效应产生的实质在于廊道效益是距离的函数,因而可用指数衰减曲线表示。从理论上分析,人工廊道与自然廊道场效应的分界点即综合效益极大点,自然廊道在两条人工廊道之间存在的合理依据是:至少存在两个分别与两条指数衰减曲线相交的综合效益极值点。根据廊道效应原理,本文对北京古代传统规划格局进行分析,发现在天人合一与择中论的规划思想指导下,北京存在以水网为骨架,将山水引入中心与城外四面八方的自然廊道交相辉映,保证古都北京的优良生态环境。现代城市规划与建设中的失误会极大破坏这种人与自然的和谐,在北京“分散集团式”总体规划中,应将自然廊道体系纳入规划方案,形成人工与自然廊道相间分布,有机分散的景观格局。
