目的:应用综合评价法面向基层评价、筛选公共卫生技术。方法:在综合评价前,应用专家小组讨论法确定技术评估指标,采用专家直接赋值法对技术进行评分,选取线性加权模型“合成”数据。结果:得到公共卫生技术的综合评价排序。结论:综合评价是公共卫生技术评价和筛选较为理想的方法。

Many Mathematical Models were applied to comprehensive evaluation. Taking public health technology assessment as an example, this paper described the characteristics of three comprehensive evaluation mathematical models. At the end of this paper, the problem of scientificity and pertinence of comprehensive evaluation was addressed.

Objective: The paper was designed to probe into the structure and equity of health manpower allocation. Methods: The related data from 1993 to 2003 were collected by the questionnaire and regular register. The rate, the ratio and the Gini coefficient were the indices. Results: The number of public health technical staff increased by 12.50% from 1993 to 2003. The percentage of high title of technical post and the percentage of high educational background were increasing from 1993 to 2003, and reached about 10.00%...

Objective: The paper was designed to probe into the structure and equity of health manpower allocation. Results: The number of public health technical staff increased by 12.50% from 1993 to 2003. The percentage of high title of technical post and the percentage of high educational background were increasing from 1993 to 2003, and reached about 10.00% and 2.60% respectively. The Gini coefficient by population was 0.42 and 0.46 by local acreage. Conclusion: The public health manpower increased more rapidly from 1993 to 2003, but there existed the insufficient total number, unreasonable structure, low quality and inequitable allocation. So it is necessary to make the scientific developmental layout of health manpower to solve the existing problems.

目的:探讨深圳市宝安区公共卫生人力资源配置的结构与公平性。方法:通过调查表和常规报表收集1993—2003年相关资料,采用Excel软件计算率、比、Gini系数等指标。结果:1993—2003年宝安区公共卫生技术人员平均增长速度为12.50%,高职称、高学历人员比例不断提高,2003年高级职称人员比例上升到近10.00%,研究生学历的人员比例上升到2.60%。公共卫生人力资源按服务人口分布的Gini系数是0.42,按区域面积分布的Gini系数是0.46。结论:1993—2003年宝安区公共卫生人员数量增长较快,总量不足、结构不合理、整体素质不高以及人力配置不公平等问题较为突出,必须制定合理的公共卫生人力发展规划。
