Objective:To examine the efficiency of military medical resource allocation(MMRA). Methods: The data envelopment analysis(DEA),stochastic frontier cost model(Frontier model) and Spearman rank correlation analysis were used to study the technical efficiency,allocation efficiency and systematic efficiency of 23 hospitals in 3 areas. Results :The military medical resource was short of service quantity and load; the service quantity and load was at low level in contrast to the increase of the medical resource. The micro-technique efficiency ,allocation efficiency and systematic efficiency of military medical resource were low. There was a correlation between the low technique efficiency and low allocation efficiencey with the latter as the main factor. The low technique effciency could be partly explained by the low allocation efficiency. The loss of the hospital technique low efficiency was averagely 30. 45% in a region,while that of the general hospital was the lowest (23. 56% ), and that of the center hospital was the highest (33. 33%); the loss of the garrison hospital was 28. 63%. Conclusion: The mam measures to improve the allocation efficiency and systematic efficiency of MMRA are to rationalize the macro-structure and distribution of MMRA.

目的:考核军队医疗资源配置系统效率。方法:采用数据包络分析(data envelopment analysis,DEA)、随机前沿成本模型(stochastic frontier cost model,Frontier模型)与秩相关检验方法,对某区域内3个地区23所军队医院进行包括配置效率与技术效率的系统效率测算研究。结果:军队医疗资源服务量与负荷不足,总体服务量与负荷水平较低,与资源增长趋势相反;军队医疗资源微观技术效率、配置效率与系统效率低下,技术低效率与配置低效率存在一定的相关性,配置低效率是主要因素,医院技术低效率损失可由当地配置效率低下部分解释。医院的平均技术低效率损失为30.45%,总医院技术效率最高,平均低效率损失为23.56%;中心医院效率最低,平均低效率损失为33.33%;驻军医院平均低效率损失为28.63%。各医院的技术低效率损失分布在20%~40%之间。结论:加强军队医疗资源宏观配置布局与结构的合理性,是提高军队医疗资源配置效率、以及系统效率的主要措施。
