Optical absorption and emission bands was measured and assigned to transitions between the energy levels of Dy~3+ ions. Optical characteristics of Dy~3+-doped glasses in the system of ZrF4-based fluorides were investigated. Intensity parameters t (t=2, 4, 6) were obtained using the Judd-Ofelt theory with a reasonable agreement between theory and experiment. The reasons for this growth of interest include it's simple energy level structure, no excited state absorption at either pump or signal wavelengths, no concentration quenching, and it's broad spectrum both in absorption and emission.
