The article starts on achieved approaches of technical progress and demonstrates the point that incentive mechanism and a series of intitutional enviroment,which are benefit to technical progress,have to be established if an economic society wants to form a good cycle from technical inputs to technical progress and to economic growth.
In library management,we should set the employee management as its center most work,setting this concept,carrying out democratic management,taking competitive system,creating library culture and enforcing employee’s training will fully activate everyone’s abilities,achieve individual value,develop mass forces and put library forward successfully.
Constructing mark effective administration system,establishing of an effective encouragement scheme and creating a harmonious cultural campus are the effective ways of achieving value transaction among the administrative talents in college.
