The development of the transport structure of Jiangsu Province is divided into three stages since 1978, i.e. the system reform stage from 1978 to 1985, the infrastructure construction stage from 1986 to 1996, and the highway construction stage since 1996. In passenger transport, highway, railway and civil aviation are complementary, and the waterway transport is obviously replaced by highway transport; in freight transport, the relationship between waterway and highway changes gradually from competition to reciprocity, and waterway has potential in long distance transport, but the investment in waterway is insufficient for the improvement of its competitive power in transport market. Analysis shows that different ways of transport are dominant in different mileages. Therefore the transport system should be optimized according to the coefficient of average mileage of itself.

为优化交通运输结构,用定量方法研究了其历史发展过程.研究表明,1978年以来江苏省交通运输结构变化经历了3个阶段,即1978~1985年的体制变革效应阶段,1986~1996年的基本建设阶段,1996年以后的公路建设效应阶段.研究还表明:在客运方面,公路、铁路和民航之间主要表现为互补关系,公路客运对水路客运具有明显的替代性;在货运方面,水路货运和公路货运之间由竞争关系逐渐发展为互补关系,水运具有良好的发展前景;水运建设的力度不足以提高其在运输市场中的竞争力;不同运输方式有不同的优势里程空间,应根据自身平均里程系数合理定位,才能促使交通运输结构的进一步优化.
