In order to adapt to the development of new situation, public security talents should possess nobel personality accomplishment and fine psychological quality, which belong to the category of EQ quality. Investigation, analysis and comparison conducted about EQ of the graduates from Chinese public security colleges show that the quality composition of Chinese public security talents is not quite rational, esp EQ quality, which has rather serious defects. In order to turn out high quality public security talents facing the 21st century, public security colleges should go in for curricular reform in a broad way: firstly, broaden the knowledge scope of the public security discipline; secondly, improve the teaching method of "two lessons"; thirdly, strengthen the curricula of the humanities, social science and arts, internalizing them into the nutritious elements to develop the students' nobel character;fourthly, reform police physical training, lying emphysis on training the "mind" while training the "body", thus turning public security college students into talents bestowed with the harmonious development of both EQ and IQ qualities.

为适应新形势的发展,公安人才应具备高尚的人格素养及良好的心理素质,而这些均属EQ素质的范畴。对我国公安院校毕业生EQ的调查、分析、比较,发现我国公安人才的素质结构不尽合理,特别EQ素质存在较严重缺陷。为了培养出面向21世纪的公安高层次人才,公安院校对开设课程应大刀阔斧地进行改革:一要拓宽公安学科的知识领域;二要改进“两课”教学的方法;三要加强人文社科艺术类课程的教学力度,使其内化为学生高尚人格的营养素;四要改革警体训练,在练“体”的同时注重练“心”,使公安院校的学生成为EQ素质和IQ素质和谐发展的人才。

This paper expounds the relations between fine accomplishment of the teachers in teacher's college and teaching and educating people of ability. The author expounds from three aspects that ideological accomplishment, moral quality accomplishment and intellectual accomplishment play important roles in teaching and educating people of ability.
