There are three important variable factors which force the development of new media technology—the interests of business, power groups and public(society).In the past studies in this field we analysed more of the effects of public (social)interest a lot but sometimes ignored the other two. There is a good research case of the improvement of digital television in the United states. Based on the critical theories of technological determinism, we discussed in the paper whats the relationships of US broadcasters, politicians, special interest groups, public groups and media audience, and, how they forced the process of digital television in the US. Our paper also discussed the new challenges of triditional legal and public priciples of electronic media.

Under the new background of market economy, there are three kinds of representative concepts of the audience: the audience as the media consumer, the commodity form of media and the subject of right of communication.
