This scheme of automatic control system is designed for the control center of civil aviation airport. It provides automatic control means for airport control personnel and is necessary for realizing airport radar control.
Based on some conclusion of foregoing and the background and status quo, the paper discusses the object of the reform of airport regulation in China, the principle of single till, incentive, and consultation of airport charge, sliding scale price cap regulation, organization and enforcement of regulation contract, administrative distribution of slots, and environment regulation with economic means.
The researches in this field are significant. The paper’s emphasis is to research the method to design and realize the GIS module of the adapt-data subsystem in the development of the MRD-JH ATC system, based on the XML technology.
With the comparative, historical, normative and empirical research methods and based on the theory of natural monopoly and incentive regulation, the paper examines the frame of regulation and choice sequence of airport' s reform in China.
From the view of the system level, the GIS data in the adapt-data subsystem should be right, consistent and meet the requirements of the local airport. The management of the GIS adapt-data is an important function of the GIS module.
