According to the basic principles of knowledge acquiring and the fundamental characteristics of college students, the paper discusses the primary requirements of quality education in colleges and universities from mere intelligence factor of creation capacity. Under quality education, higher education teaching should focus principally on fundamental knowledge, and function according to the basic requirements of efficient education. Meanwhile, such education should be lead by question-focused teaching method, strengthen 搎uestion senses? and focus questions throughout teaching materials and teaching courses.
