This policy embodies the basic principle of the“one country, two systems”and also conforms to the reality of language usage pattern formed in the last century. Hong Kong has reunified to China for two years, and there is an outstanding change inlocal language application under the“two written languages, three spoken languages”policy. The government has arranged a lot of effective measures to enhance the language standard as follows: Chinese becomes the first offlcial language; the Putonghua subjectet becomes a core subject in primary and secondary schooling, and a subject in the Hong Kong Certificate of Education Examination; the widespread implementation of the policy of using mother tongue as the nledium of instruction and the majoriy of secondary schools have adopted the policy while others still use English; the establishment of benchinark for Putonghua teachers in primary and secondary schooling; the implementation of native English speaker as English Teacher programme; the establishment of benchmark for English teachers in primary and secondary schooling; the implementation of vocationaI English programme. It is expected that the“two written languages, three spoken languages”policy helps to enhance the competitiveness of Hong Kong and to maintain Hong Kong status as an international metropolis.

    1997年 7月 1日 ,香港回归祖国 ,中华人民共和国政府恢复对香港行使主权。香港特别行政区政府提出“两文三语”的语文政策。这一政策 ,既体现了“一国两制”的原则 ,又符合香港一百多年来形成的语文现实。回归两年多来 ,在“两文三语”政策实施下 ,香港的语文生活发生了巨大的变化。中文成为第一官方语文 ;普通话课在中小学全面设立 ,普通话科成为中学会考科目 ;母语教学全面推行 ,用母语教学的中学占了大多数 ,同时保留一部分学校使用英语教学 ;拟订中小学普通话科教师语文基准 ,提高教师普通话水准 ;实施以英语为母语的教师计划 ,拟订中小学英语教师语文基准 ;开展全社会职业英语运动 ,以提高英文水准 ,等等。“两文三语”语文政策实施 ,将大大提高香港的竞争力 ,有助于确保和提升香港国际大都会的地位。

    By using "need analyses" principle, the author analyzed the result of a questionnaire, and concluded that the course design for training middle school English teachers should contain the following three aspects: English language competence and culture; teaching proficiency and operation of modern teaching equipments.
