In ICRP 1990 Recommendations,a new weighting factor——radiation weighting factorW_R was introduced to replace the quality factor Q for modifying the absorbed dose averaged over atissue or organ.There has long been doubt regarding the appropriateness of the current Q values.In thelight of an extensive review of experimental RBEs of fission neutrons with low dose for tumorinduction,life shortening,transformation,cytogenetics and other genetic endpoints,theRecommendations suggested a selective increase by a factor of 2 for W_R of intermediate energy neutronsin comparison with the current Q valuse.The extent of increase is unlikely to be consideredextravagant and a wide acceptance could be expected.While a number of new dosimetric quantitiesbased on W_R and average absorbed dose were defined by the ICRP,the concept of quality factor andthe quantities of dose equivalents were still included in ICRU form in the Recommendations and servedas the basis for radiation protection metrology,but a new relationship between Q and LET wasassigned.Then it occurred in the Recommendations that dose limits are given in terms of equivalentdose,while measured values are given in terms of dose equivalent.This double-track scheme maypresent some problems in explanation and application of measured values,which remain to be dealtwith carefully by legislation authorities.
