College English teaching is an indispensable component of quality based education, and the understanding of this relationship between them is the very point at which the reform of college English teaching should start. Hence, college English education, instead of merely the teaching of language skills, should also be a goal at which teachers of college English aim. Unfortunately, however, not enough attention has ever been paid to it in the history of college English teaching. Cognition, cultural competence, subject awareness and affect are all educational factors of great importance that need to be taken into consideration by the teacher of college English. In doing so, the teacher might be able to help the students attain all round development.

This paper, based on the basic theory and teaching practice, illustrates that the standard comprehensible input in listening should precede students' output speaking. In this way, students can acquire more exact pronunciation and natural intonation. In the meantime, their success achieved in speaking will surely enhance their confidence in learning English, which will give full play to their cognitive ability,arouse study interest and enthusiasm,and improve their learning efficiency

勿庸质疑 ,听、说、读、写等基本技能是每一个英语学习者和研究人员都应该掌握和熟练运用的。新颁布的中小学英语教学大纲乃至大学英语教学大纲更明确提出英语教学改革的首要任务之一是培养高素质的 ,符合新世纪需求的英语人才。鉴于以前应试教育体制下英语学习的畸形发展 (如 ,哑吧英语等 ) ,新大纲以交际法为主要理论依据 ,强调听说入手的理念。但是这并不意味着可以对听说能力的培养和训练不分时期 ,不分轻重。本文从理论基础和实践意义方面指出 ,应该让学生首先大量接触纯正地道的英语 ,在相当一段时间之后再开始讲英语。这样一来 ,学生的英语发音就会较准确 ,语流自然 ;同时学生的学习信心也会增强 ,为最大限度地发挥学生的认知能力 ,调动其情感因素奠定基础 ,从而达到提高学英语的效果的目的
