Risks associated with ship-pilotage in a restricted water area were analyzed according to methodology of a formal safety assessment(FSA) and a new research method was developed to ensure safe ship operation.After clarifying the fundamental risk factors of ship-pilotage accidents in Shanghai Harbor,criteria were established for frequency/severity and risk matrix/risk division in assessments of this kind of risks.Risk assessment models were also put forward after analyzing the composition of the ship-pilotage operation system and related hazard sources and their influences.The causes of ship-pilotage accidents are described and results are presented of risk quantitative assessments in relation to various influent factors by using the risk assessment models.

根据上海港船舶引航作业的特点和实际情况,采用FSA对船舶引航风险做了全面的分析与评估,就如何确保船舶在受限制水域安全引航操作进行新的探索.在明确船舶引航风险因素衡准依据的基础上,提出基于船舶引航事故的引航风险矩阵和风险衡准.同时,通过分析船舶引航作业系统的构成和明确船舶引航的危险源及其影响因素后,提出了基于危险源影响因素的风险评估模型.最后,结合船舶引航事故形成原因的具体情况,运用该模型对与影响因素相关风险的定量化评估结果进行了论述.
