科学已成为人类社会变革与发展的主导力量 ,为了促进我国科学的发展 ,探索其政策取向有其必要性。我国科学发展政策在经济全球化的背景下 ,应把握国际科学政策的发展脉络 ,谋求平等互惠的国际合作 ,以增强科技竞争力。将增强科技竞争力作为我国科学发展的评价标准 ,制定可行的提高科学工作者的数量和素质的战略。

We analysis thechallenge in China currently, that is the orientation of science policy, evaluation criterion of science development, the scarcity of scientists and science staff.Moreover, we drew the conclusion about the tendency of science policy that acceleratesthe development of science in China. The first is the orientation of science policy. The urg ent mission is that science and technology globalization would bring some potential advantag es and disadvantages in China, seek the international corporation of mutual equality; we sho uld establish the evaluation system for the effect of international science and technology coo peration based on the interests of our nation. The second is the competition of science and technology as evaluation criterion of science development. Consequently, we should extend t he applicable range of scientific research achievements, and encourage the research of multi-subject and inter-subject, the core object is that provide the new scientific research achievem ents the nation need, in order to enhance the competition of science and technology. The thi rd is that we should set down the feasible strategy that improve the quality and quantity ofscientists and science staff because they are the hope and guarantee of our object to come to truth, and we should correspond the current development demand and the strategy in the long run by the nation' s domination and induction under the development of the world scie nce technology and economy.
