Land resource use and land management in the urban rural eco economic fringe(UREEF) are in disorder at present. With the speedup of urbanization, the high quality farmland will be encroached and lead to a series of eco economic problems. This paper gives a preliminary research on land management issues in the urban rural eco economic fringe such as the eco economic features, the significance, the targets and the principles. 1)The eco economic features of the UREEF. The higher degree of freedom, ecological fragility, strong interaction between rural and urban areas, greater vertical gradient of eco economic element distribution not only form higher productivity of land, but also cause severe resource conflicts which in turn give rise to related eco economic problems and rural urban land conversion. 2) The significance of land management in the UREEF. Because of poor land management and land planning, some associated eco economic problems emerge. So strengthening land management in the UREEF can practically deal with the two policy targets: food security and urbanization, and theoretically enhance the growth of interdisciplinary management subjects. 3) The targets of land management in the UREEF: ecological sustainability, economic sustainability and social sustainability. The principles of land management in the UREEF: constraint principle, dominance principle, equity principle and territory principle.

The author analyses two conversion channels: market and non-market ways, puts forward five patterns: frog leaping, axial spreading, ribbon sprawling, strip subdividing and finger-shaped filling, and outlines some features listed below: high quality of the converted land, irreversibility of the conversion, transfer of multi-property rights, non-market forces and coincidence with the fast population growth。

农地城市流转是乡村城市化和土地利用竞争的必然结果。当前需要对流转农地的数量、质量和区位作出可操作性的规划和合理决策。该文分析农地城市流转的途径、方式 ,并总结农地城市流转的特征。阐述农地城市流转有市场和非市场两种途径 ,有蛙跳式侵占、轴式扩展、环状蔓延、条块分割与吞没和指状填充五种方式 ,具有优质性、地域性、同步性、不可逆性、非市场性和多重权属转移性等特性。

Rural urban land conversion not only has effects on land use at the urban rural eco economic fringe, national food security, bur also impedes the land markets. On the basis of the analysis of the relationships between rural urban land conversion and the primary land market, this paper expounds the dynamic features of land supply and land price in the primary land market impacted by land conversion from four different cases. In case 1 the assumption is no rural urban land conversion at all, where the variation in demand and supply in the primary land market is dominated by the demand side. Unlike case 1, case 2 , which assumes no illegal but legal land conversion takes place , draws the equilibrium price of land in the primary market lower than that in case 1 and has a kinked supply curve. Basing on the assumption opposite to the one in case 2, the market equilibrium in case 3 is similar to case 2 except for the higher land price. In reality, China's primary land market operates like case 4 with both legal and illegal land conversions and forms higher equilibrium price driving by a two-kinked supply curve and demand force.[KH4D]

通过农地城市流转与土地一级市场形态的关系分析 ,按四种情形揭示农地城市流转对我国土地一级市场土地供给、土地市场价格影响的动态特征 .情形一是假设无农地城市流转 ,这时土地一级市场的供求变动由土地需求决定 ;情形二是有合法而无非法的农地城市流转 ,此时土地的供给为一折拐的曲线 ,市场的供需均衡使土地上升幅度比情形一小 ;情形三是假定有非法而无合法的农地城市流转 ,这时土地一级市场与情形二类似 ,但均衡价格较高 ;情形四是既有合法、也有非法的农地城市流转 ,即现实中的实际情况 ,这时土地供给曲线有两个折拐 ,均衡价格大大抬升 .
