We show that it results from the fla- vor conservation, so that the strangeness suppression factor λ=〈N_s〉/〈N_u〉complete- ly determines the ratio of decuplet to octet, and β= (1+λ)/(3+2λ). The uni- versality of this relation is emphasized.
