四川境内公路水毁具有严重性、波动性、区域性和共生性等四大基本特征。面对境内严重发育并广泛分布的公路水毁,本文进一步论述了坚持综合防治、将工程防治措施与非工程防治措施相结合、发挥工程防治措施的综合效应在公路水毁防治中的重要作用。

Based on the statistical data of water rescurce and water pollution in Zigong,Sichuan Province ,the Drincipal contradiction ──insuffiency of water flow and poornes,of water quality were revealed in Fuxi River Being short of water,the development of soci- ety and econorny in Zigong is limited. Recently,output value of industry has reduced about 12 hundred million yuan,to the year of 2000, it will reduce about 2.5 bilion yuan. In light of the water environmental problems in Zigong,the overall control countermeasures...

本文以自贡市水资源,水体环境污染现状资料为依据,揭示了自贡市赖以生存发展的釜溪河因水资源短缺、水体环境污染强度大、历时长、有机污染严重等特征而形成“水量不足,水质不好的突出矛盾。论述了自贡市因缺水而严重地制约着社会、经济的发展,造成近期损失工业产值约12亿元,预计到2000年将损失工业产值25亿元左右。针对自贡市存在的水体环境问题,提出了尽快建设小井沟水库,增大釜溪河堰闸梯级开发调蓄能力的开源方案,系统协调污染物发生系统、承纳系统、治理系统,以推行污染物总量控制的污染防治措施;以及采取生物工程防治措施,促进流域生态系统良性循环等宏观控制对策.

The soil and water loss is serious in the hills of sichuan,Basin,which affects on the area of Three Gorge Reservoir.Based on affected factor analysis,system preventive treatment.comprehensive prevention on soil and water loss was put forward,including three aspacts of preventive, biological and managemental measures.

川中丘陵水土流失严重,威胁三峡水库。本文通过影响因素分析,提出该区水土流失的综合治理,即系统防治,包括三个方面:(1)生物防治措施;(2)工程防治措施;(3)管理措施。
