It is clear to see that the making and implementation of the policies for basic educational reform has been influenced by the factors,which including need of period development,trends of international education,offering of high-quality education,application of market theory and politics of two parts in the UK. The influence of these factors have reflected certainly in the policies for basic educational reform. Meanwhile it has reflected the features of the British policies for basic educational reform.

英国基础教育改革政策的制定与实施过程中,可以清楚地看到时代发展需要、国际教育潮流、优质教育提供、市场理论应用、两党政治参与等诸因素的影响。其中,既有社会和政治方面的因素,也有经济和教育方面的因素。在战后英国基础教育改革政策上,这些因素的影响无疑得到了具体的反映,而且它们也凸现出英国基础教育改革政策的特点。

在英国工党奉行“第三条道路”教育政策的背景下,英国基础教育薄弱学校改革的市场化特征鲜明:推行教育行动区计划,支持组建特色学校;实行“公立与私营”合作战略,积极兴建“合同学校”;推行初中学校联盟战略,共享优质教育资源;引入市场招标机制,学校教育督学中介化。这对在构建社会主义市场经济体制下基础教育体制的视野中,引进市场化调控机制来推动我国薄弱学校改革不无深刻启示。

This article gives a concise analysis of the development of British elementary education on the basis of educational system, managerial system, courses offered and teaching. Then it puts forward the idea that we should learn from the experience of British elementary education. Our government should enlarge the decision-making power of headmasters, improve the system that headmasters are the persons in charge of the schools and invest more money in the compulsory education. At the same time, we should discard...

This article gives a concise analysis of the development of British elementary education on the basis of educational system, managerial system, courses offered and teaching. Then it puts forward the idea that we should learn from the experience of British elementary education. Our government should enlarge the decision-making power of headmasters, improve the system that headmasters are the persons in charge of the schools and invest more money in the compulsory education. At the same time, we should discard its disadvantages and continue to bring our advantages such as rudimentary knowledge and skills training into full play, and try to seek a way to help the students develop their abilities and characters and master more knowledge and skills.

本文从学校教育体制、管理体制、课程设置及教学等方面对英国基础教育的发展概况进行简要分析,在此基础上提出我国政府要扩大校长的办学自主权,进一步完善和改进校长负责制,进一步加大义务教育的投入。同时认为要用“扬弃”的眼光看待英国的基础教育,要继续发挥我国基础教育在“双基”方面的优势,在能力、个性的发展和知识技能的掌握中,去寻求一个二者理想的结合点。
