A group of scientists conducted a comprehensive investigation on ecological safety and water and soil erosion in the Northwest Loess Plateau, Northwest China.
      


Loess plateau in the Northwest of Shanxi has rising, falling and broken topography, poor vegetation cover and serious soil and water erosion, In this paper effects of three rainstorms in recent years are observed and discussed relationship between rainstorm and soil erosion in this area is analysed. A series of proposals are put forward on small watershed comprehensive controlling in Loess plateau of northwestern Shanxi.

本文以三次暴雨为例,分析了暴雨与土壤侵蚀的关系及特点,坡面与沟壑的产流、产沙状况,对风力引起的风力侵蚀作了初步探讨。并研究了水土保持效益问题。在此基础上,对晋西北黄土高原地区小流域综合治理提出了建议。

As viewed from thermal and moisture conditions,this paper analyses theclimatological possibility for developing summer fallow lands to implement multiplecropping system in the loess plateau regions of Northwest China. The analytical resultsshow that although water and thermal resources are in serious conditions, 30% of 39million mu of summer fallow lands can be developed and utilized to some certain extentthrough the good matching and selection of various types of crops and varieties includingcrops,economic crops,forage crops,green manuring crops and vegetables and by adopt-ing various planting patterns such as multiple cropping,intercropping and transplanting.In this way,the use efficiency of light,thermal and water resources in farmlands can begreatly improved,and the multiple cropping index for water and thermal resources onthe loess plateau in Northwest China can reach 136%.

从热量和水分状况两方面广泛分析了西北黄土高原区实行多熟种植开发夏闲地的气候可能性。分析表明,西北黄土高原地区水热资源状况虽较严酷,但通过选用粮食、经济、饲草、绿肥和蔬菜等各种类型的作物和品种,组配各种作物组合,采用灵活多样的复种、套种和移栽等种植方式,在3900万亩夏闲地中有30%可以进行不同程度的开发利用(从三年四热到一年二熟),显著地提高农田光热水资源的利用率。整个西北黄土高原区水热复种指数潜力值可达136%。

Food production, rural economic developmetn and enviornment improve-ment can be considered as typical regional problem on the Loess plateau in the NorthwestPart of China in this paper. Starting from the actual conditions of food production, densely—distributed gullies, worse environment, lower production level and backward economycaused by eriously water and soil erosion in this region, this paper suggests that slow agro-production development and rural economy stagnation on the Loess plateau region should beone the problems that baffle and constraint the sustained development in this region. Also,this paper presents an action plan agreeable with the general strategical objective of sustainedagrodevelopment on how to make the environmental realignment and agrodevelopment forma unified, management pattern and information system on the loess plateau region so as to ra-tionally develop and utilize agro — resources and to complete the perfection measures forregional control project.

本文把西北黄土高原地区的粮食生产及农村经济发展与环境改善作为一个典型的区域性问题,从该区粮食生产的现状及严重的水土流失造成该地区沟壑密布、环境恶劣、生产水平低下、农村经济落后的实际,提出了黄土高原地区农业发展缓慢、农村经济滞后已成为困扰和制约该地区持续发展的问题之一,并就如何使黄土高原地区的环境整治与农业发展形成统一的管理模式和信息系统,合理开发利用农业资源、完善区域治理的配套措施等问题,提出了与农业持续发展总战略目标相一致的行动计划。
