However, for controllting soil erosion and improving the degraded eco-environment of the two valleys,only planting trees is not enough. The most effective approach is to conduct, on a large scale,a comprehensive vegetation restoration eco-engineering, which includes planting trees, shrubs, grasses and vines simultaneously and making them form a multi-layered vegetation system, combined with physical measures when necessary. Grasses should be taken as the core component in the vegetation system, and the prataculture be acted as the pivot in the great agriculture system. So the soil erosion in the two valleys can be effectively controlled, and the sustainable development of agriculture in the areas be realized.

近20年来,特别是“九五”期间以来,湖南通过重点森林植被生态工程实施以及森林公园、自然保护区和国家地质公园建设等一系列措施,生态体系基本构成,环境保护和灾害防治都取得了显著的成效。但是,湖南仍然存在比较严重的生态地质环境问题、如新的水土流失仍在不断发展,耕地沙石化面积比例大;自然资源地域差异明显,开发利用不尽合理;森林植被结构不合理,生态功能弱化;城市和农业环境污染加剧趋势没有得到有效遏制;地下水污染仍然在不同地区不同程度地存在;滑坡、崩塌、泥石流、岩溶塌陷、地面沉降等地质灾害比较严重。湖南的生态环境建设和地质环境保护任重而道远。
