his paper firstly examines the major changes in the spatial pattern of energy demand and supply in China between 1985 and 1990 and allocation of four severe energy shortage regions.It then indicates,by using a revised method of decomposition of energy consumption(RRS method),that the growth of energy consumption in those severe energy shortage regions could be primarily attributed to the, gross industrial growth and energy utilization efficiency while industrial structural energy saving played a minor role because of orientation of heavy and chemical industries in the process of regional industrialization and of constraints on regional reconstructuring. Some policy-oriented recommendations are finally derived.

本文首先分析了1985—1990年间我国能源地区供需平衡格局出现的三个新变化以及主要四片缺能区的空间分布.接着.采用经过修订的能源消费因素分析法(RRS分析法).指出工业总量增长和能源利用效率是决定我国主要快能区能源消费增长的两项主导因素.工业结构性节能的作用十分微弱,原因主要在于缺能地区工业化进程中持续的重化学工业取向和产业结构调整的客观障碍.文章最后提出一些政策性结论.
