This article analyses the common characteristics of higher distance education in the world and expounds the importance of building the system ofe higher distanc education with China's distinctive features. And then, the article discusses the elementary strucure of China's higher distanc education, focusing on the necessity and feasilility of constructing the model of combining TV universities and teach - yourself system. The teach - yourself system, the article argues that, is not an institution but an open and initiative kind of educational shape. So the functions of the administrative organizations of the teach - yourself system should be orientated in practising supervising and administrating the public-fund universities that have not the rights to award state- acknowledged diplomas.

本文初步分析了世界远程高等教育的基本特征,阐明了建设有中国特色的现代远程高等教育体系的重要性,提出了中国现代远程教育体系的基本框架,并重点讨论了建立电大系统——高教自学考试联合体模式(即中国远程教育开放大学)的必要性和可行性。作者认为,高等教育自学考试的本质不是教育制度,而是最开放、最自主的远程教育形式;自学考试管理机构的职能应定位于对不具备颁发国家学历文凭的社会力量办学进行监管。

In this article the author analyzes the causes and harmfulness of forged certificates invading the campus in order to attract the relevant organizations and departments' attention to this problem.And precautions against forged certificates'invasion are suggested in the end of the article.

“假证”能够渗透大学校园,而且可能蔓延的原因在于:凭证监管制度缺陷,文凭社会派生的买方市场环境,巨大就业压力的诱导。价值观教育、确立真才实学立足社会的思想、制定规范管理措施与提高全民反“假证”意识的结合,方能起有效防范之功。

Credential society is result of the interaction between social demand and educational expansion.Government,society,media,educational institution and individual are all constructors and participators of a credential society."Credential fever" is not only the result of social economy and educational development,but also the result of people's contending for status,power,and wealth.

学历社会,是社会需求与教育扩张互动的产物。政府、社会、媒体、教育机构和个体行动者,都是文凭社会的建构者和参与者。学历社会的产生既与社会经济增长的需求和教育大发展有关,也与人们争夺身份地位、权力和财富有关。前者是诱发“文凭热”的背景性因素,后者是深藏起来的社会欲望根源,也是文凭社会产生的内在逻辑。
