Through investigating leaders, scholars and experts from sport, education and public health fields, the authors reported different attitudes towards necessity and feasibility of carrying out Fitness For All Program, and different attitudes towards bisic connotation, basic tasks, indexes, regions and carrying out evaluation system of Fitness For All Program. Some suggestions were put forward for policy-mak ing of administration.
