In the field of urban climatology,there are two obvious shortcomings:first,very little work has been done on cities of low-latitude zone;second,applied science aspects of the subject have been relatively neglected,so that little use is made of urban climate information.By participating some international meetings such as the International Association of Meteorology and Atmosphexic Physics(IAMAP)at Hamburg,17~28 August,1981,and the WMO Technical Conference on Urban Climatology and its App- lications with Special Regard To Tropical Areas in Mexico City,26~30,Nov.,1984, the author discussed the above questions with colleages from many countries,as follows. Firstly,the need for information on tropical and subtropical urban climates has been stressed. Secondly,discussion about the transferability of urban climate information was given. Thirdly,urban design and urban fabric should be in harmony with the local climatic conditions.Some examples of climatic-based design for tropical cities was mentioned here.

作者根据近几年出国参加有关国际城市气候学术会议及两次访问美国期间的见闻,结合自己的研究心得,对开展低纬度城市气候研究的必要性和迫切性,中纬度城市气候学规律能否转用于低纬度城市,以及低纬度城市气候与城市规划等三个问题,提出的一些刍议。希望能促进我国低纬度城市气候的研究。首先,从人口统计数据说明低纬度城市人口增长速率快,城市化引起城市气候恶化的效应日益显著。城市大气环境急待改善,而目前这方面的研究与实际需要差距甚大。因此必须大力开展低纬度城市气候的研究。其次,从大量观测事实看来,中纬度城市气候的规律虽与低纬度城市有若干相似之处,但由于纬度地带不同,自然地理景观、大气环流形势和天气型以及“城市化”这个人为因子等都有明显的差异,因此不能将中纬度城市气候研究所得出的规律,不加鉴别地转用于低纬度城市。第三,城市气候学又是一门应用科学,城市气候学者要与城市规划工作者、建筑设计师、工程师等实际工作者密切协作,俾能根据当地区域气候特征及在城市化过程中可能产生的气候效应,协同进行城市总体规划、城区各不同功能区的布局,以及有关建筑物设计等工作。在减轻城市大气污染、改善城市气候条件及防御气候灾害等方面做出贡献。
