This paper analyzes the main causes that lead to workers being laid off discusses the factors that hinder reernployment such as low level of competence of the laid -off workers and near- sightedness in decision- making and finally presents some solutions including reinforcing the guidance of policies, perfecting labour market, strengthening education and training and exploiting overseas market.

下岗职工再就业问题是石油工业发展中的一大难题。文章分析了石油企业导致职工下岗的主要原因,认为石油企业冗员的产生是石油工业生产的客观规律、经济体制转轨和社会进步的聚合反应。在此基础上,对影响下岗职工再就业的障碍-人员素质、决策“近视”、地理位置等逐一进行了阐述,最后提出了加强政策引导,完善劳动力市场,加强教育培训,开拓国外市场等对策。

This article argues that changes of the economic system and the mode for economic development will cause new employment opportunities as well as the unemployment and laying-off problems at the same time, and appropriate methods which positively let the market to allocate the manpower resources can allieviate the serious laying- off and unemployment problems. And consequently it proposes measures to settle these problems.

本文认为经济体制和经济增长方式的转变,既会带来职工下岗、失业等问题,也会产生新的就业机会和岗位。只要措施得当,充分发挥市场在劳动资源配置上的积极作用,当前较为严重的下岗、失业现象就会得到抑止。文章相应地提出了解决下岗、失业的办法。

Worker's unemployment is necessary in the publicly owned enterprises for the development of Chinese economy.But,considering the reality in China,and the historical reason of this issue,We should slow down the pace of worker's unemployment and reduce its scale;the psychological and economic loss of unemployed workers should be compensated reasonably.Because employment’s pressure is difficult to be changed in China in short term,the government should accept“the employment priority”and“low level and broad coverage”models...

城镇国有集体企业职工下岗是中国经济发展的需要,但考虑到中国的实际国情和这一问题产生的历史原因,应该适当放慢职工下岗的节奏,减小规模,下岗职工的心理和经济损失应该得到合理的补偿,由于目前中国城镇职工的就业压力在短时期内难以改变,建议政府应该考虑“就业优先”与“低水平、广覆盖”的就业与福利模式。
