OBJECTIVE: Since the false event of stem cell thesis reported by Korean Doctor Huang, shrinking stem cell research becomes active with the support of government in the world. Taking the patent of stem cells as core, this article is aimed to collect the government support in different countries, quantity of issued thesis and so on in recent years, and to review the development of stem cells. DATA SOURCES: The PUBMED database was undertaken to identify the relevant articles published from January 1980 to December 2006 with the key words of "stem cell, patent, policy" in English. Simultaneously, the relevant articles were searched for in China Journal Full-text Database (CJFD) published between January 1995 and December 2006 with the same key words in Chinese. STUDY SELECTION: The data were selected primarily, and quotations in each literature were reviewed. Inclusive criteria: articles on stem cell patent, government support or quantity of issued thesis were included. Exclusive criteria: articles on repetitive research or Meta analysis were excluded. DATA EXTRACTION: Totally 49 822 relevant literatures were selected, and 46 of them were collected as evidences. The included articles were about government support of stem cells, quantity of issued thesis, stem cell patent or core patent of different techniques, respectively. DATA SYNTHESIS: Till December 2006, there were over 50 000 articles on stem cells in PUBMED database, and the number increased rapidly especially since the intermediate stage of 1990s. From 2000, the number of stem cell patent was increased rapidly. Many countries announced the great plan program in the circle of stem cells and facilitated stem cell research in the world. The representatives of embryonic stem cell key patent included University of Wisconsin (US5843780), Johns Hopkins University (US6090622) and Roslin Institute in the United Kingdom (US6252133). The representatives of adult stem cell key patent contained American Systemix Company (US5061620) and Auxilisi Company (US5226914). Culture, preservation, determination, transformation and patent related to disease of stem cells mostly belonged to American Universities and biological engineering companies. Stem cell research was mainly focused on the definitions of receptor, enzyme and protein gene function, definitions of isolation, transplantation, therapeutic methods, proliferation, differentiation and regulatory factor function of neural stem cells and heterologous stem cells, exploitation of new vectors, transfer gene into animal cells by new vectors, as well as neotype nucleic acid sequence analysis related to stem cell maintenance and so on. CONCLUSION: Present thesis and patent on stem cells at home and abroad show that there are many stem cell patent applications in United States, Japan, Great Britain, Canada, Korea and China, of which Korea and China are focused on national patent application. United States, Japan and European Union are in the top study of stem cells.
