In this area, the ecological environment is quite fragile and industries are mainly total minning, electricpower generation, chemical industry, metallurgical industry and constructional material industry, which discharge a large amount of pollutants without adequate controlling measures. As a result, the main course and tributaries in thearea have been polluted in different degree: main course subjects to mild pollution, reaches close to big cities to middle and tributaries reaches nearly big cities to serious pollution. So, the author suggests that the development of the industry should be under overall planning and rational arrangement, environmental management and utilization of three wastes should also be improved, in the same time the invest inenvironment protection should be ensured.

黄河中、上游的黄土高原地区,是我国主要的能源重化工基地。该区生态环境脆弱,区内工业结构,以采煤、电力、化工、冶金及建材为主,三废排放量巨大,缺乏相应保护措施,目前,该区干支流已受到不同程度的污染。干流属轻度污染,靠近大中城市的个别河段达中度污染;支流在靠近城市的一些河段达重度或严重污染。针对上述情况,作者提出应采取全面规划合理布局的工业建设方针,加强环境管理和三废利用,确保环境保护投资等,以作为环境问题的相应对策。

It is possible to establish a relationship between industrial intaking water and industrial construction. This relationship make it possible to provide information to assist in making effective decision on industrial construction and intaking water coordinating. It should be recognized that modified-optimization is possible, since a number of industrial category system designs exist that produce the same level of products at different level of intaking water. The aim of the paper is to present a case study to proof that the method is available in practical and theory.

工业用水是工业生产过程中必不可少的原料和载体。减少工业用水量不仅在总体上可以进一步协调经济发展和水资源利用率限制的矛盾,而且相应起到减少工业废水排放量,在总体上可以减少对水环境污染的危害。因此,这就需要有一个比较适当的工业用水与工业结构之间的协调关系,使得在一定的水资源约束条件下,如何有助于区域经济的持续发展。同时水资源的合理使用的效益是一个多目标函数,产值的增加,污水量的减少,是一个综合效益组合。研究工业用水与工业结构宏观上的调整,探讨节约用水,减少排污是协调水资源保护和经济发展的有益尝试。本文旨在通过对上海苏州河截流地区的工业用水与工业结构调整的分析,从实践上证明在目前我国还很穷,不发展经济是没有出路的情况下,通过区域宏观上对工业用水和工业结构的调节和控制,才能在城市供水矛盾上得到缓解,对地区污染有所减少,这是一项非常有潜力和有目的的对策。
