Based on the new change of network operational environment and the new requirement for network management due to the complexity of network topology, this paper points out the limitation of centralized network management, presents the implementation strategy, and designs a new method to locate a hierarchical Mobile-Agent.
Because of ingenerate weaknesses and limitations of mobile IP networks,traditional SNMP centralized network management system can't effectively manage mobile IP networks,which have narrow bandwidth,high network delay and mobility.
There are many kinds of ways of realizing in the embedded devices with the traditional centralized network management scheme based on SNMP, because of the defect of the centralized type management itself, it is not high application efficiency.
This text used DIET Agent one kind of small-scaly and distributed Agent platform in the embedded devices, analyzed the realizes way of five function lands in OSI model with MA (Mobile Agent), propose a kind of embedded devices control scheme based MA (Mobile Agent), has solved the efficiency problem of the centralized type network management, reduced the cost of network communication at the same time.

The basic concept and architecture of network management system based on SNMP and on CORBA are introduced in this paper. Its advantages and disadvantates are also discussed. We apply CORBA architecture in distributed network management system, and put forward a middleware model of SNMP based on CORBA, which make the system have better performance,expansibility and portability.
