Based on the theory of wind energy, this paper derives the equations for sitechoosing of wind power plant and optimum selection of windmill from two different points of view. The method is illustrated by the example of forteen sites and forteen different windmills,and the result gives the exploit order of sites and optimum windmill for each site. compared with the previous methods,this method is easy and convenient.

Serious defect of Rayleigh Distribution (RD)exists in calculating wind energy whenthe average wind velocity is less than 4.5m/s.The results have shown that Revised Rayleigh Dis-tribution(RRD)is of reliability by counting wind energy at typical areas of the wind velocity lessthan 4.5m/s.Also,it shows in theory that the statistic performance of RRD is better than that ofRD even at the area of the wind velocity more than 4.5m/s,so it extends the applicant of RD.

Rayleigh分布模式统计平均风速低于4.5m/s地区的风能存在着严重的缺陷。作者提出了Rayleigh分布的修正式及其参数的确定方法;通过对平均风速低于4.5m/s典型地区的风能计算表明,修正式的统计性良好,此外,从理论上可说明即使计算平均风速高于4.5m/s地区的风能,修正式的统计性能亦优于原模式。从而拓宽了Rayleigh分布的统计范围。
