The author of this paper is undertaking the special subject of the Eighth Five- Year Plan of theDepartment of Scientific Programing and Earthquake Monitoring , SSB for the Information on Seis-mological Science and Technology : Current Situation of and Developments in Non-Linear ScienceResearch Abroad. It is indicated first that the basic task of academic periodical editing is to edit and publish papers having academic values, especially the papers reflecting new achievements and new techniques. Then, the author points out that the research and application of science-technology information should be merged in the process of commissioning authors to write, examining and correcting manuscripts.... The importance of the research on science-technology information for the editing of academic periodical is discussed. Then, the author points out that the research and application of science-technology information should be merged in the process of commissioning authors to write, examining and correcting manuscripts. The main approaches of collecting information are introduced. Finally, it is put forward that editing, collecting and researching science-technology information as well as applying in the practice of editing is a creative intellectual labour of high level. The editing of science-technology periodical and its branch, the editing of academic periodical, is an independent speciality. 论述科技信息研究对学术期刊编辑的重要性。首先阐明学术期刊编辑的最根本任务是编发有学术质量特别是反映新成果、新技术的论文,然后指出科技信息研究与应用融合于学术期刊编辑的组稿、审稿和改稿过程之中,接着介绍收集科技信息的主要途径。最后提出:学术期刊编辑收集研究科技信息,并应用于编辑实践之中,这是创造性的、深层次的知识劳动;学术期刊编辑及其归属的科技期刊编辑是一门独立的专业,前者是后者的一个分支。 The relation of information and intelligence are very close,but are different Information is news,and intelligence is some conditions gained from other persons or place Information is the resource of intelligence The latter includes political,economics,military and technology intelligence “信息与情报”的概念 ,很多年来在人们的头脑中比较模糊 ,也容易混淆 ,其实它们既密不可分、互相关联 ,但又相互区别。“信息 :即音讯或消息 ,也就是经过通信系统传输和处理的对象 ,泛指消息和信号的具体内容和意义”,而“情报 :是获取的他方有关情况以及对其分析、判断的成果 ,按内容和性质分为政治情报、经济情报、军事情报和科技情报等”。信息不完全是情报 ,但情报一定来源于信息 ,而科技信息与情报就其内容来说应该是带有科技含量的消息或对科技信息研究的成果
