Prevention and control of various natural disasters in China is an arduous task,it has close rela-tion with territory development and improvement.Successful territory development can promote eco-nomic growth and environment improvement,disaster control can ensure the economic developmentand construction.On the other hand,disasters could be controled through reasonable resources uses,rational distribution of production forces and comprehensive environment mangaement.However,im-proper territory development activities also induce natural disasters.To deal with the relation betweenterritory development and disaster control correctly,the authors propose to take following measures: 1.Work out unified plan for territory development and disaster control by considering the disastercontrol as one of the important work of territory development and improvement. 2.The investors of development projects which may cause natural disaster should be responsiblefor the prevention and control of disaster. 3.Establish"Disaster Impact Assessment"system for regional planning and construction projects. 4.Bring the investment for territory development and improvement and disaster control into linewith national economic and social development planning. 5.Use limited fund from different channels effectively in accordance with the principle of"keyarea—oriented policy". 6.Ensure the smoothly carring out of disaster control by enacting and enforcing related law andregulations.

正确处理国土开发整治与自然灾害防治的关系,可以避免不合理的国土开发整治导致自然灾害的发生和灾情的扩大,通过科学的国土开发整治促进防灾减灾,同时以灾害防治保障国土开发建设.为此,本文提出国土开发整治与灾害防治统一规划,同步实施,保证投资,合理运用,对区域规划和开发建设项目进行灾害影响评价等措施,实现二者相互促进,相互保障。
