    The epidemiological investigation on pneumoconiosis was carried out nation widely power industry in 1989.The result showed that the prevalence,cumulative incidence and mortality from pneumoconiosis were 2.41%, 3.05% and 21.64% respectively. The cases were mainly distributed in hydroelectric construction enterprises (71.33%) , second to thermal power plants (27.76%) . There were 8 categories of pneumoconiosis in the diagnosed cases, of which silicosis was 82.99% and coal workers' pneumocoaiosis was 8.99%. In...

    The epidemiological investigation on pneumoconiosis was carried out nation widely power industry in 1989.The result showed that the prevalence,cumulative incidence and mortality from pneumoconiosis were 2.41%, 3.05% and 21.64% respectively. The cases were mainly distributed in hydroelectric construction enterprises (71.33%) , second to thermal power plants (27.76%) . There were 8 categories of pneumoconiosis in the diagnosed cases, of which silicosis was 82.99% and coal workers' pneumocoaiosis was 8.99%. In 24 types of dust exposed jous, 60.25% of the total cases appeared among the rock drillers' pneumoconiosis, the boiler overhaulers and the workers conveying coal occupied 8.79% and 6.45% respectively, The reason of differential distribution, the regularity and the prevention priority in power industry were discussed .

Tnis is the result of a wrong idea that hydroelectric construction needs longer time and larger investment than thermal power station. The paper cited a series of facts to illustrate the damaging effect the wrong idea has brought about. The paper proposed measures to change the government's investment policy and give priority to the construction of hydrop ower in China.

    随着国民经济发展的需要,我国的电力建设投资逐年增加。而其中的水电建设投资却逐年削减,致使专业性很强的水电施工企业严重窝工、恶性循环,全行业处于建国以来最不景气的低谷时期。这种局面,是长期误认为水电建设投资大、周期长,投资过分向火电偏移的政策造成的。其实,从水、火、核电的全系统建设比较,水电单位投资不高,工期不长,运行成本最低,且可综合利用。如此,应该调整电力建设投资政策,重点开发我国丰富的、可再生的水力资源,加快水电建设步伐。其时,我国的这支经验丰富、善打硬仗、任重道远的机械化施工专业队伍,自然随之兴旺起来。

Focusing on Gezhouba Construction Bureau's actual situation, the paper attempted to illustrate the problems and difficulties which large and medium-sized hydroelectrical enterprises popularly meet with under the current policy. In order to enliven enterprises, the article put forward some proposals that the internal problems shoud be solved well by themselves, besides, good reorganization should be made, but most important and urgent point is that some research and improvement should be given to the policy regarding hydroelectrical enterprises by the Central Government and its departments.

    本文以翔实的材料,从宏观、微观两个视角对企业活力与企业的外部环境彼此之间的依存与制约关系作了一些剖析,结合葛洲坝工程局的实际情况,揭示了水电施工大中型企业在执行现行政策中普遍遇到的一些困难和问题,提出了一些建议,指出要搞活水电施工企业,除企业自身要作好文章,解决好企业内部存在的问题外,更重要和紧迫的是国家及有关部门要在对水电施工企业的政策上作一些研究和改进,为企业求生存求发展创造一个较为宽松的外部环境。
