要充分发挥人才在西部大开发和贵州经济建设中的作用 ,一方面 ,要克服长期以来形成的重视引进忽视稳定、注重使用忽视培养、重视“输入效应”忽视“输出效应”、注重尖端人才培养而忽视基层人才素质的提高、注重竞争上岗而忽视岗上竞争、强调“筑巢引凤”而忽视“搭桥引凤”、看到了“定居人才”的作用而轻视了“流动人才”的作用等方面的人才认识误区。另一方面 ,要针对这些认识误区 ,科学有效地实施人才培养、人才选用、人才开发、人才信息、人才宣传以及人才基地建设等方面的人才工程 ,从而为各级各类人才在西部建设和兴黔富民中作出贡献创造有利条件
